Erasmus+ KA131 is a European Union exchange program aimed at increasing student and teacher mobility as well as cross-border collaboration between European institutions. Grants are provided for both exchange programs and also student internships. Students studying abroad in the 28 EU member countries, as well as Iceland, Liechtenstein, Norway, North Macedonia, and Türkiye, can apply for Erasmus+ funding.

       At the time of application, applicants must be enrolled as a full-time undergraduate or graduate student at Ibn Haldun University.

       Students in both undergraduate and graduate programs must have completed at least one academic semester and have a valid CGPA.

       Students studying in the Prep School are not eligible to apply.

       Undergraduate students should have a CGPA of at least 2.50 and graduate students should have a CGPA of at least 3.00. A minimum TOEFL (IBT) score of 84 is required, as well as a minimum YÖKDİL score of 70, YDS score of 70, or a minimum score of 70 on the IHU English Proficiency Exam (These exams have a 2-year validity).

       The student must not have spent more than 12 months of each study cycle on an Erasmus+ exchange (Bachelor’s, Master’s, and research programs are all included separately), including the time period requested in this application.

       The proposed mobility period must fit into the PhD student’s program of study/research

       Must have identified a potential supervisor at the host institution

 

IMPORTANT NOTE:

o   If you do not have a valid official TOEFL, YDS, YÖKDİL or IHU English Proficiency scorecard, you must take a new test. Please note that you need to plan your application accordingly as it takes time to get the result of TOEFL, YDS and YÖKDİL tests.

o   Exceptions to the English proficiency tests include citizens of Australia, Canada, New Zealand, United Kingdom or the United States.

How long is the duration of mobility?

Mobility is governed by the European Commission’s minimum and maximum time limits. The duration of study mobility should be at least 3 months and no more than 12 months. In most cases, IHU students can spend a semester (3 to 5 months) at one of the partner institutions.

In any study cycle (Bachelor, Master, or PhD), a student may receive Erasmus mobility funds for a maximum of 12 months.

This restriction does not apply to programs such as integrated PhD programs or programs that combine two cycles of study. For such programs, the maximum period of mobility is 24 months.

Extension of Mobility

Extension of exchange semester can only happen if the following conditions are met:

Only from Fall to Spring, a semester be extended. There can’t be a break between semesters (save for official holidays, semester breaks, and so forth).

In late September of the Fall Semester, the student should notify the Ibn Haldun University Erasmus+ and International Programs (EIP) staff about the extension request.

Extension is only possible if the partner university has adequate student quota/budget.

As a “zero-grant” student, the student’s term cannot be extended. The cost of mobility should be covered entirely. Extension will not be authorized if Ibn Haldun University does not have enough funding left for a partner nation. (The rule for joining in the program as a “zero-grant participant” differs from the criteria for extension as a zero-grant participant.) It is possible to join as a zero-grant student, but the student must agree to not receive a grant for the length of the exchange at the start of the process; directly after the Ibn Haldun University EIP selection and placement procedure.)

Students are placed based on their initial placement score and extension requests are assessed at the same time.

Interruption of Mobility

Without any interruptions, mobility should be finished. Semester breaks and official holidays are not regarded as interruptions for study mobility.

Provided the mobility is stopped due to a force majeure*, the grant is only paid for the actualized time of the mobility if the cause of the interruption is verified.

If the mobility is stopped for any reason other than force majeure, the mobility is terminated, and the grant previously given to Ibn Haldun University must be completely repaid (80% of the entire grant).

(* Force Majeure is an unforeseeable exceptional situation or event beyond the participant’s control and not attributable to error or negligence on his/her part and prevents participants from fulfillment of liability under the Agreement)

If there is a “Force Majeure” (mücbir sebep) situation, the student should immediately get in touch with EIP and EIP will seek Turkish National Agency’s advice and approval on the matter. If Turkish National Agency approves the situation as “Force Majeure”, then EIP will inform the student and the student will be able to return home before the end of the mobility period.

How is the selection process done?

Erasmus+ students are selected by IHU in a fair and transparent way. The selection process is done as shown in the table below:

In addition to academic achievement and language score, 10 points will be deducted from academic achievement and language score averages if the candidate participated in another

Other situations mentioned in the table below are also criteria taken into account in the evaluation. Based on these situations, reductions and increases are made on the total score;

How does our office conduct the process?

The EIP calculates and lists the average score of each applicant based on the calculation explained above.

All applicants are ranked from the highest to the lowest score by faculty, and the top-scoring students are selected depending on faculty quotas, by the selection committee.

All candidates are notified of their results in writing, through e-mail and the EIP website.

After eligibility check is done, the EIP will nominate the student to the receiving university. Nominations are conducted by the Office of Erasmus+ and International Programs. You are not required to do anything for the nomination process. But we suggest you to check courses you can take, visa application, accomodation.

Being placed into an Erasmus+ partner university does not guarantee your eventual acceptance from the host university. The partner universities reserve the right to accept/reject student applications for exchange. Your acceptance will be valid only after their confirmation.

Note that: Students who are selected can reject the offered grant by sending their right to appeal to erasmus@ihu.edu.tr not more than 3 days after the announcement.

Erasmus+ mobility grants:

The Erasmus+ Study program pays students a monthly stipend based on the chart under the guidelines of the National Agency of Turkey below:

Students receive their grants in two installments. Depending on the mobility duration as verified by the Certificate of Attendance and taking into account the student’s level of success and fulfilling their responsibilities, 80 percent of the grant is paid 30 days before departure, following the submission of pre-mobility documents to EIP, and the remaining 20% is paid once the student submits all required post-mobility documents. Payments are made in Euros, which necessitates a Ziraat Bank Euro account.

Note: The number of grantees is determined by the National Agency in accordance with the grant allocated to Ibn University for the year and Ibn Haldun University has the authority to set the maximum grant payment period.

Türkiye scholarship students are allowed to participate in the Erasmus+ exchange program, but they will not be receiving a scholarship from YTB during their exchange period.

Students participating in the Erasmus program continue to pay tuition fees at Ibn Haldun but are exempt from tuition at the host university, where they spend their semester/year abroad.

 

IMPORTANT INFORMATION ABOUT STIPENDS

The higher education institution cuts the grant in the following cases:

 

1- In case of failure, if the student who participates in the mobility fails to achieve 80% of the total ECTS taken in the relevant mobility for any reason that may cause absence or failure without a force majeure documented and accepted by the Commission, the entire grant is requested to be returned to the university.

2- In order for the grant to be paid in full, at least 2/3 of the total ECTS received in the relevant mobility must be successfully completed with a passing grade. Students who do not successfully complete at least 20 ECTS (or 2/3 of the total credits) out of the 30 ECTS received at the beginning will not receive 100% of their total grant, and the 20% grant payment in the second payment plan post-mobility is not paid to the student. Full academic recognition is provided to successful credits in the program followed; failed loans are repeated at the host institution.

3- The minimum duration of activity is a minimum of 2 months for each student. Students who leave the program before this period is completed will not be able to receive a grant unless there is force majeure. Students who have to leave the program earlier than anticipated due to force majeure have to prove this with official documents. In this case, students should immediately get in touch with the EIP and the EIP will seek Turkish National Agency’s advice and approval on the matter. If the Turkish National Agency approves the situation as “Force Majeure”, then the EIP will inform the student, who will then be able to return home before the end of the mobility period. The student will only receive the grant for valid days of mobility. If the student returns home without getting in touch with the EIP first, then the mobility will be considered as invalid and the student will be asked to return the initial grant (80%) to Ibn Haldun University.

4- If the participant does not submit the partner university transcript of records (ToR) and approved certificate of participation which are the proof for fulfillment of the mobility, the grant that has been paid before shall be refunded by the student.

5- For students who have completed the activity period of at least 2 months and return sooner than the time specified in the invitation letter, the amount to be deducted is determined based on the number of activity days not performed.

6- If the participant does not complete the required post-mobility documents in line with the terms of the agreement, 20% of the grant based on total duration of mobility shall be deducted.

7-  If a participant fail to submit and complete all needed documents to IHU by the deadline, the participant will be forced to repay IHU the award amount (80%).

8- In case of not completing the online EU participant survey, 20% of the total final grant will be deducted from the students who do not complete the participant survey except for technical reasons.

Erasmus+ non-funded participation:

Students are able to participate in Erasmus+ Study program without receiving a grant. However, it should be noted that students are required to undertake the same application & selection procedures and also submit the required documents (pre -during- post- mobility) to the EIP.

 

 

Eco-friendly traveling:

With the new Erasmus+ program, students are encouraged to use low-emissions means of transport for the main part of the travel, such as bus, train or car-pooling.

Students who will use these means of transport will receive a single contribution of 50 EUR as a top-up amount to the individual support and up to 4 days of extra grant to cover travel days for a return trip, if relevant.

 

Stipends for disabled students:

-       Disadvantaged and disabled participants will be able to receive an additional grant of €250 per month in addition to the original grant in student mobility, whose activity period lasts between 2-12 months. In order for the grant in question to be awarded, the disadvantaged participant is defined as an individual with limited economic and social opportunities and who fits into the following sub-categories:

-       Subject to Law No. 2828 (Those who have a protection, care or shelter decision by the Ministry of Family and Social Services pursuant to Law No. 2828)

-       Students for whom protection, care or accommodation decision has been taken within the scope of Child Protection Law No. 5395

-       Those who receive an orphan’s pension

-       Children of Martyrs / Veterans

-       Persons who are granted a financial support for themselves or their families (a document proving that the student received financial support from municipalities, public institutions and organizations (Ministry, Social Assistance and Solidarity Foundations, General Directorate of Foundations, Kızılay, AFAD) must be submitted during the Erasmus application.

How to apply for Erasmus Disability Stipend?

The Erasmus Disability Grant application will be open for students after finalizing the list of outgoing students. The form can be sent to erasmus@ihu.edu.tr email. Please find the application form on this link.

The application should provide information on any other sources of financial support that the student receives and why this is insufficient to cover extra costs.

 

Erasmus Disability Grant

-       Applications for the Erasmus Disability Grant must be submitted to EIP prior to the start of the mobility.

-       The student’s application must include a statement from a doctor or other authority confirming the disability or health condition, its severity, the impact on the Erasmus+ mobility, additional requirements and additional costs to be met. A detailed estimate of costs is required.

-       The application should provide information on any other sources of financial support that the student receives and why this is insufficient to cover extra costs.

Additional Grant Opportunity for Students with Financial Needs (Only applicable to students who hold Turkish citizenship):

-       Economically disadvantaged students who are selected for the Study Mobility will be paid an extra grant of €250 per month from the study mobility budget, in addition to the amount of monthly grant specified in the grant table.

-       Students who are covered by the 2828 numbered Social Services Law (official document for proof is needed)

-       Students who receive orphan’s pension (official document for proof is needed)

-       Children of martyr and veterans (official document for proof is needed)

-       Student or the student’s parents receive financial aid (muhtaçlık aylığı)

 

(In order to benefit from the additional grant, during the application phase, the student must submit the document indicating either the student or the student’s parents receive financial aid from municipalities, public institutions such as Ministries, Social Welfare and Solidarity Foundations, T.R. Directorate General of Foundations, Turkish Red Crescent, Ministry of Interior Disaster and Emergency Management Presidency (AFAD). Information regarding the way and the period in which the document is to be submitted to EIP will be announced to the students in the program announcements and/or via emails by EIP)

After you are selected please note that you will be expected to submit the following documents below to the EIP:

o   Learning agreement for Study: Students have to fill in all the parts of the Learning Agreement electronically. Students are asked to fill in the Learning Agreement and to sign it. Students should also get the signature of the host university’s representative, the Ibn Haldun Departmental Erasmus Coordinator. Electronically filled out and fully signed Learning Agreements should be submitted to EIP.

o   Letter of acceptance: You are asked to submit the “Letter of Acceptance” when you receive it from the host university.

o   Course Equivalency Form: Similar to Learning Agreement, you are asked to fill out the Course Equivalency Form in coordination with your Departmental Academic Erasmus Coordinator. The participant is required to submit the approved & signed form to OIP office.

o   Insurance Coverage: Students are required to have international insurance coverage for the duration of their mobility and submit the paperwork as proof to the EIP.

o   Stipend Agreement: Once the student completes and submits all the documents to the EIP office, a draft version of the Stipend Agreement is shared with the student by the EIP. The student is obliged to fill in the necessary information (i.e. bank account details, etc.), sign each page of the agreement and sign the signatory part of the agreement (two copies). The student is then asked to submit 2 signed copies to the EIP office.

Special Request Form: Students with special needs should follow the steps described in the ERASMUS STIPENDS FOR DISABLED PEOPLE AND DISADVANTAGED PEOPLE part and fill the Special Need Support Request Form. 

Online Linguistic Support (OLS): In order to measure your language proficiency before the mobility within the scope of the Erasmus Program, you can register with your email address from the OLS (Online Linguistic Support) system and take an online language exam. Additional Requests After Selection:

-       If the student wants to appeal they can submit their withdrawal request through this form. It should be noted that students who cancel their exchange after the “notice period” provided by the EIP after the announcement of placement results, will lose 10 points if they apply for Erasmus+ Program again in the future.

-       If the student wants to attend the program without stipends they can submit their request through this form.

-       If the student wants to change his/her institution, they can submit their request through this form.

-       Documents to be submitted by the student upon arrival at the host university:

-       Learning Agreement (During): If the student wishes to make a change in the Learning agreement, the “During” part of the Learning Agreement should be filled out electronically. The revised agreement should be signed by the host university’s representative, Ibn Haldun University Departmental Erasmus Coordinator and Ibn Haldun University Erasmus Institutional Coordinator (Enes Yalman). This copy should be submitted to the EIP via e-mail.

-       Course Equivalency Form (During/After): If the student makes changes on the course list, then this form should be filled out and approved by the Departmental Academic Erasmus Coordinator. This form could also be sent to the EIP after mobility.

Following the completion of the program, students are required to take the following steps:

 

-       Certificate of Attendance: Submit the original version of Certificate of Participation to the EIP.

-       Learning Agreement (After Mobility): Submit “after mobility” part of the Learning Agreement after acquiring the required signatures.

-       Fill in the online EU Survey: The EU Survey is to be filled out online. The EIP will send you the link of the survey through the Mobility Tool.

-       Transcript: You are required to submit a copy of your transcript to the EIP. Most of the time, partner universities send transcripts to the EIP and then inform their students. Students are required to collect the original copy of their transcript from the OIP and submit it to their faculties for transfer of courses with grades and credits.
